On December 17, 2013, the Pasco County Board of County Commissioners, District School Board of Pasco County, Pasco County Parks and Recreation, and Wheelock Communities approved an innovative public-public-private partnership (P4) that, in its scope, is unique in Florida and possibly the United States. Under the agreement, the partners will design, construct, operate and maintain for joint use a park, school, library and theater within Starkey Ranch. This complex will help serve the recreational, educational and cultural needs of southwest Pasco County residents and the future residents of Starkey Ranch.
When completed in approximately 2018, the joint-use complex is planned to contain the following facilities:
- A kindergarten through 8th grade combined elementary & middle school
- A 20,000 sq. ft. library
- A 6,000 sq. ft. community & school theater
- A gymnasium
- 6 baseball/softball fields
- 10 multi-purpose fields for football, soccer and lacrosse
- 3 playgrounds
- 4 tennis courts
- 4 basketball courts
- 1 track
- 2 open play fields
- More than a mile of trails that connect to the community trail system
- a picnic pavilion
- 2 press boxes/concession stands with restrooms
All of these will be available for use by the general public. In order to make the facilities cost effective to Pasco County taxpayers, the County, School Board and Wheelock are all contributing to the costs of land acquisition, design, construction, operation and maintenance, and will share revenues generated by the facilities.
The first sections of the District Park are expected to open in 2016.
Meet Mathew Eberius, who leads the Recreation & Lifestyle program. Mathew and his staff will be managing many recreational programs, camps, aquatics, parks, social clubs and special events designed for every lifestyle and every age. Mathew will also be managing the Starkey Ranch District Park, an amazing amenity that will feature youth sports, active adult programs, flag football, track programs and so much more. The first sports fields are expected to be ready early next year.
